Things are looking up again for Moho Pro now. I wouldn't have suggested it a few months ago, but the original developer is back working on it, and (finally) Smith Micro is out of the picture. One of the best vector cut-out character animation tools out there is Moho Pro. It is pretty easy to set up and use, but rather basic compared to Blender or Moho (or TB Harmony Premium).
Vector-based cut-out character animation is also possible in OpenToonz. Better than the ones in Flash/Animate in my opinion. OT actually has very nice vector drawing tools. Opentoonz covers both vector and two types of raster layers (called levels in OT). OT offers similar base features as TB Advanced, with particle effects, a compositor and schematic view similar to the Premium version of Toonboom Harmony. Which is why I would suggest OpenToonz instead unless it is possible to finance Toonboom Harmony.

Things become more interesting and flexible for animators starting with Toonboom Advanced - but that perpetual license will cost you a neato $1000. And still quite costly for a perpetual license. My advice is download trial versions and try everything until something sticks. Reality is no one is going to be able to give you the answer you're looking for because in the end you're going to be the one that needs to decide what works for you. Opentoonz is good raster base, TVPaint is very good too especially for traditional workflow. Toon boom also has the option for single-payment option if you look properly you can get perpetual license. Any suggestions on single-payment applications? EDIT: Oh, Toon Boom is also subscription-based.
